PR renewal on humanitarian & compassionate grounds

    In 1994, I got my Permanent residency visa and landed in Toronto on 22 Nov. 1994, I stayed for only three months and 3 days. I left Canada and never come back. I understand that my PR status is still valid; since it cannot be revoked; unless a decision is made by the Canadian authorities concerned that this status is valid or not. I also, Understand that I will simply lose this status, if I try to enter Canada without proper preparation. Also, I know that If Apply for a travel document, it will not be issued,.
    MY question: are there any new amendments for someone with my status? in other words, how can I retrieve all the rights and obligations of a permanent resident; further get the Canadian citizenship. I am a Syrian citizen and currently staying in Lebanon. I hope the Canadian government has exceptions for Syrian on humanitarian and Compassionate grounds due to the ongoing civil war here.
