Federal skilled worker application for Specialist Physician rejected

    I received a second time federal skilled worker application rejection.
    1st application was sent in August 2014, rejection received in December 2014 with an argument: " the credit card payment declined", which would mean that the rest of the application, including my credentials were fine. I am unsure why the credit card payment failed, since the card was valid and there was enough money. However, they attached three unsuccessful attempts that were declined. As per they letter and after a call to CIC help I sent my payment again, now with Canadian bank check attached. The application was submitted in mid December 2014, and I got rejection yesterday with explanation that:
    1. I have identified NOC code as 3111 - specialist physician as the primary occupation - all employment and supporting documentation provided regarding this work experience history taken not consideration. I did not provide sufficient evidence that I performed the actions described in the lead statement for the occupation description of the NOC
    2. I did not provide sufficient evidence that I performed a substantial number of the main duties of the occupation as set out in the occupational description of the NOC, including the essential duties.
    3. I did not provide sufficient evidence that I have a minimum of one year of continuous full-time, or equivalent part-time, paid work experience in the primary occupation in the last ten years.

    I included my previous job statement including that I worked as a specialist physician, full time, more than one year, since I am specialist physician from 2006.

    Since the first time I applied all included documentation was fine, except for the payment, I wonder how this time they found all this gaps?

    Did you read all the rules when you have applied for federal skilled worker application? :rolleyes:

    I do not know if there is any new rules. I submitted 2nd application in December 2014, before EE. It was the same documentation that I submitted when I applied 1st time in August 2014. This one was declined due to payment failure which means that the rest of application was ok, including my job statement. As far as I know, they have not changed anything in terms of NOC job description and empolyer's letter requirement?
    The only reason for 1st rejection was payment fail, as per their letter, so I presume the rest of the application was fine. How come that only after 1month, when I applied 2nd time, they found me non eligible?
