Seems the system continues to trend towards temporary workers or those with arranged employment. Makes some sense, as the government wants to ensure that people who immigrate will be successful, and temporary work or arranged employment are good routes toward success.

It does make sense, but what happens when the temporary work is completed? Is there then an opportunity to look for more work or does the worker have to leave the country?

I'm quite surprised that temporary work for non residents is an option. That's actually a positive thing then, right? Once you are actually in a country it's much easier to secure something longer term, or even permanent.
