I believe I read somewhere that if you are trying to apply for residency in Canada there were certain rules involved in the application. Is one of the conditions of permanent residency that you must have at least $10,000 in the bank to live on when you first come to Canada?

It depends on where you want to live in Canada as the guidelines differ. Also, this rule only pertains to those that don't have a job offer when they arrive in Canada. According to the CIC, without a job offer, you have to show proof of settlement funds equaling $10,000 or more and if you have any dependents coming with you, add $2,000 for each.
