Do you need to have a job set up to immigrate to Canada? If I visit a city like Montreal can I apply for a work permit, find a job that interests me and then apply for the immigration process?

I believe your chances of being accepted as an immigrant to Canada are higher if you have the skills needed to find a job. You don't necessarily need the job before you go to Canada but you need to be able to support yourself once you immigrate. I believe you also need to apply for immigration outside of Canada.

It can be hard to find a job and then get approved in the right category. If you have the means, it is much easier to gain a certification in your field from an established Canadian institution, gain some experience, and then get a job offer that way.
