What is the best province to study in if I plan to become a PR later?

That really depends on what you are studying and what the demand will be for your skills/education after graduation. Most every province has a nominee program for international graduates, but often a job offer is needed as well. You need to match your training with the province that has the industry most likely to hire you. For example, if you were in geology, or oil and gas, then Alberta would be the obvious choice.

yes, that's true. And it also depends on your weather and language preferences. If you don't speak French and you hate cold weather, don't go to the province of Quebec

If you prefer mild climate, go to British Columbia.
